St Helena : St Helena Announces New Development Application Fee Scales

A new scale of fees for development applications has been introduced and is now effective
NEW DEVELOPMENT APPLICATION FEE SCALES
A new scale of fees for development applications has been introduced and is now effective . The purposes of the new scale are:
• To bring fees more into line with the cost of the Planning Service, including site inspections by the Building Inspector;
• To make the fees proportional to the proposed development – fees for larger developments are higher than for small ones;
• To enable applications to be made individually for outline permission or full development permission with or without building regulations approval. This means that applicants can gain approval (or not) at different stages before committing to the cost of fully detailed drawings and structural designs.
There is now a single fee payable with the application instead of separate fees when the application is submitted and when the permission is granted. In the case of outline applications, the scale of fees is based on site area, starting at £45 for sites up to 0.1ha (1/4 acre) and rising in stages to £1,000.00 for sites exceeding 10 ha (24 1/2 acres). In the case of normal full applications, the fees are based on floor area starting at £45 for the planning element and £105 for the building regulations element on buildings up to 90m2, rising in stages to £90 for the planning element and £205 for the building regulations element (plus £45 for every 45m2 over 200 m2) for buildings exceeding 200m2.
There are concessionary fees for charities and community groups who will pay half the normal fees and applications for development to assist disabled people in using or gaining access to land or buildings are free.

Alongside the new fee scales, new, simpler but comprehensive development application forms have been introduced together with guidance notes on how to complete them.
The new fee scales, forms and guidance all form part of the restructured Planning Service to give the island a more efficient, professional, open and user friendly service to take the island forward.
