CONSTITUTIONAL REFORM & UTILITIES DIVESTMENT


 


Over the course of January, public information sessions will be held on both proposed Constitutional changes, and the Divestment of Utilities (water and electricity)


 


Proposed Constitutional Changes


 


This proposal to adjust our 2009 Constitution arose from concerns among Councillors, the electorate and public servants, driven primarily by what appeared to be blurred lines of responsibility and accountability within Government. These frustrations have been aired in the media, by some Councillors, and by members of the public. It is important to note that these proposed changes do not give the Governor additional powers; nor do they give Councillors additional powers. This is about simplifying the way Government operates while making it more readily accountable by ensuring that there is more specific ownership of decisions taken by the Elected Members through a more cohesive and sharply focused Executive Council. In keeping with the spirit of the new White Paper on the Overseas Territories, the UK Government is content for us to take forward to public consultation these proposals to adjust our Constitution.


 


The Constitution consultation document, ‘Improving Democracy and Accountability’, can be viewed on the St Helena Government website on the homepage www.sainthelena.gov.sh, detailing the specific proposals under the headings, Executive Council, Council Committees and Public Accounts Committee.


 


Utilities Divestment


 


Additionally, the Information Sessions will also offer information on the Utilities Divestment (Water and Energy). From April 2013, St Helena Government will no longer deal directly with the provision of utility services. The divested company ‘Connect Saint Helena Ltd’ will provide electricity and water services.


 


The information sessions are held in order to inform the public and discuss both issues, and members of the public are encouraged to attend these meetings. Comments on the proposed Constitutional changes can be made directly to Councillors, or sent in writing (or by email) to: Miss Cilla Isaac, Secretary to the Home, Civil Society, and International Committee, The Castle, Jamestown Email: pa.lawofficers@sainthelena.gov.sh – (no later than 25 January).

· Blue Hill Community- Thursday 10 Jan


· Silver Hill Bar- Tuesday 15 Jan


· Longwood Community Centre- Wednesday 16 Jan


· Kingshurst Community Centre- Thursday 17 Jan


· Jamestown Community Centre- Monday 21 Jan


· Half Tree Hollow Community Centre- Thursday 22 Jan
